AI AS AN OPERATIONAL ACTOR

AI systems increasingly plan, decide, and act inside operational workflows rather than simply generating outputs.

The New Rules of Control

GOVERNED EXECUTION

Governance must operate within execution through runtime constraints, attribution, and intervention.

DELEGATED AUTHORITY

Every AI system given authority to act requires governance over what it can do, under what conditions, and with whose approval.

DISTRIBUTED ACCOUNTABILITY

As AI systems gain authority, accountability expands beyond builders to the people responsible for outcomes.

Introducing the ACE Governance Framework

The Authority-Centered Enforcement (ACE) Framework provides organizations with a practical governance architecture for governing delegated authority as AI systems gain autonomy.

Rather than treating governance as policy layered on after deployment, ACE shifts governance from passive oversight to embedded operational control.

ACE helps organizations:

  • Bound authority

  • Trace decisions

  • Embed governance into execution

  • Intervene at runtime

  • Learn faster than risk accumulates

  • Preserve accountability at scale

Governance becomes a living capability that operates alongside increasingly autonomous systems.

Together these capabilities transform governance from a static compliance exercise into a continuous operational discipline.

The goal is simple: Help institutions retain control of outcomes even when software operates with delegated authority.

Who This Book Is For

This book was written for leaders responsible for outcomes in environments shaped by AI.

Enterprise Leaders

Navigating AI adoption without losing operational control.

Builders & Product Teams

Designing systems that scale trust alongside capability.

Educators & Practitioners

Preparing organizations and people for a world shaped by delegated authority.

Security, Safety, & Risk Teams

Embedding governance into execution rather than reacting after failure.

Business & Operations Leaders

Operationalizing AI without losing visibility, accountability, or control.

Investors & Boards

Evaluating governability as a strategic advantage.

The ROI of Governance

Governance is not overhead. It is the operating system for AI performance.

The return on investment from AI agents is not unlocked by deploying more models or expanding access. It is unlocked by mastering delegated authority: deciding what systems are allowed to do, under what conditions, with what visibility, and how intervention occurs when outcomes diverge from intent.

The ACE Governance Framework helps organizations transform governance from a compliance exercise into an operational capability. It enables leaders to coordinate decisions across people, agents, data, and systems so performance remains reliable as autonomy scales.

By applying ACE, organizations move beyond managing isolated functions and begin governing outcomes across the whole system. They gain the ability to translate capability into execution, execution into trust, and trust into durable advantage.

This book provides the systems-level clarity to see how authority flows, where control breaks down, and how to build organizations that remain adaptive, resilient, and high-performing in an age where intelligence increasingly acts rather than advises.

Bonus Chapter:

AI in Everyday Life

This bonus chapter extends the book’s governance framework beyond the enterprise and into everyday life, helping readers navigate a world where AI systems increasingly filter information, coordinate decisions, make purchases, manage schedules, and act on their behalf.

Through the Personal ACE (P-ACE) framework, readers gain a practical way to think about delegation, trust, accountability, and personal control in the age of AI agents.

As AI becomes more capable, the question is no longer whether these systems will influence your choices. It is how intentionally you will decide what authority to give them.

  • What should an AI agent be allowed to do on your behalf?

  • How do you maintain visibility into decisions made for you?

  • How do you stay competitive and benefit from AI without giving away agency?

This chapter helps readers answer those questions and remain firmly in control of the future they are building.

Meet the Author

Camille Stewart Gloster is CEO of CAS Strategies and one of the few voices in AI governance who has operated across national security, enterprise execution, and the frontline environments where governance either holds or breaks down. Across leadership roles at Google, Deloitte, and CrowdStrike, and in service to two U.S. presidents, including as the first Deputy National Cyber Director for Technology & Ecosystem Security at the White House, she has helped organizations translate emerging technology strategy into operational reality under real constraints.

Where most governance conversations stop at policy and oversight, Camille’s work focuses on how organizations maintain control as increasingly autonomous systems shape decisions, operations, and outcomes.

She is co-founder of Foundation Layer Institute and advises leading industry convenings, including the Black Hat CISO Summit and the AI Security Forum.

What People Are Saying

  • “The Insider You Built sits at the intersection of technical reality and human impact. Camille Stewart Gloster shows that governing AI is not just about systems, but about the people those systems affect. She offers a clear framework for maintaining control and accountability while ensuring these technologies are deployed in ways that are responsible, accessible, and aligned with real-world needs. ”

    — Marlon Avery, VP of Applied AI @ JPMorgan

  • “Autonomous AI agents are here to stay—but staying in control of them is an inside job. Camille delivers not just theory, but a practical blueprint for building the right guardrails and governance. This isn’t another dense book on AI control—it’s an engaging, highly readable guide that meets everyone where they are, from technical leaders to everyday users.”

    — Keith White, EVP, Chief Global Safety & Security Officer at Salesforce

  • "As AI moves from assistant to actor, the question of who's in control has never been more urgent. Camille Stewart Gloster brings the rare combination of operational experience and policy expertise needed to answer it, offering leaders a clear, practical framework for governing these technologies with intention. At a time when too many are trying to adapt to AI rather than shape it, this book puts agency back in the hands of the people."

    — Michele L. Jawando, CEO, Omidyar Network

  • “The Insider You Built reframes trust and safety as a core enablement function, not a guardrail that slows down innovation or gets in the way. Camille Stewart Gloster shows how organizations can build agentic AI systems that are safe, reliable, and trustworthy, through practical frameworks and a wealth of experience. A practical, must-read book for anyone who cares about ushering their organization into the age of agentic AI with as little fallout as possible.”

“As software gains the ability to act on behalf of people and institutions, organizations will need more than policies. They will need governance capable of operating at the speed of the systems themselves.”
